No. If you need one, you must make arrangements pre-cruise to have it delivered to the ship. There are two companies on RC's website. I don't have the link, but someone will probably be along any minute to provide it. ;)

We are cruising on the Empress in August to Havana Cuba. I understand that the port does not have electric carts available. Would we be able to rent one on board to use in the city?

The ship does not have electric carts for rent.

 

If you want one, you must rent it from a third party. Here are a couple that are commonly mentioned:

No port has wheelchairs to rent. Why not bring your own? We will be bringing one. You can also rent one for the entire length of a cruise. Someone already posted it
