Any Rhyme or Reason to Package Discounts?

I have been checking daily for our Jan 21, 2018 cruise on the Rhapsody for a deluxe bev package discount. So far, no discounts show for any pre-purchase items. Any idea when/if we can expect to see them?

 

Separate question also, is OBC related to a group TC considered promotional that you can use for pre-purchases? My TA is putting a group together using the OBC option for all cabins, wondering if I will be able to apply that to my package.

Price changes are unpredictable.

 

If the OBC is from group GAP points, it should show up pre-cruise. However, if the OBC is from the TC credit, and is applied to the booking by the TA, that probably won't show up pre-cruise.

Any rhyme or reason to Drink Package prices. To us, probably not, to Royal, probably.
