From the "Before You Board" link on your cruise - presuming you a thinking of the Connie sailing 24 February...

 

It is your responsibility to arrive on time for boarding. Please check with your travel agent to confirm boarding and departure times. Due to government regulations requiring cruise lines to submit final departure manifests at least 60 minutes prior to sailing, you are requested to complete Online Check-in no later than 3 days prior to your cruise. Failure to check in and be onboard at least 60 minutes in advance will constitute a no-show. Your booking will be canceled, and cancellation charges will be assessed.Note: For security reasons, guests are not allowed to bring visitors on board Celebrity vessels in any port.Celebrity Cruises strongly recommend that all guests travel with a valid passport during their cruise.

Although the ship sails at 8, and technically you must be on board at 7, I wouldn't get to the pier any later than 6. I would not take is risk of a delay in getting to the port, computers going down, porters no longer there for baggage, etc.

Depending on what time you're arriving in Singapore, it is quite easy and convenient to go back through customs after your initial check-in and boarding and catch either a taxi, an uber, or the MRT subway system back into the city. So if you arrive at 10 or 11 am, you should have plenty of time for check-in and going back out for lunch/sightseeing before you need to be back at 7 pm.

 

Just be sure to keep the small piece of paper you'll receive when arriving in Singapore in your passport and don't lose it. The customs agents will check for it when you come back through the terminal each direction.
