No, it doesnt count towards your 15. You can have as much soda, bottled water, teas, non alcholic drinks that you want.

With Cheers you get 15 alcoholic beverages per day, which resets at 6am. So at midnight you don't get the next days 15 drinks made available to you. Non-alcoholic beverages (sodas, waters, speciality coffee, etc.) are unlimited and do not count as 1 of your 15.

In addition to those drinks already mentioned, it also includes milkshakes if your ship has those available (often at the bakery/café on the Promenade).

 

I'm not much of a drinker but my friends are, so I have to get Cheers...I never came close to maxing out on alcoholic drinks but I felt like I DID get my daily money's worth.

We were sailing on the Victory in August. The time frame is 6 am to 6 am. (not midnight) So you can drink mimosas at breakfast!
