Kind of weird, but just booked a balcony guarantee for $120 (total) more than my inside room on the Jewel of the Sea's Feb 04, 2018 sailing. But got a $125 OBC, so the way I look at it I got a balcony for $5 less than I paid for an inside. I really don't care where I am on the ship, as long as I am not on level 2, I am ok.

You're safe, there are no balcony staterooms on deck 2.

I believe Carnival has some ships with very low balcony staterooms. Not the usual configuration either, I believe the crew can close it up in case of rough weather.
