Pre Purchase Shore Excursions & Progreso Set Up Like Freeport Question

Do you pre-purchase a shore excursion (if you do Carnival excursions) or hold off until you board the ship?

 

Also, is Progreso set up like Freeport, with vendors at the pier, or will we have to go into town to shop?

I like to pre-purchase because some of the excursions get sold out.

I like to have everything planned and paid for before I leave.

 

Progreso has some shopping at the port (kind of a mini Cozumel-like area), but to do any "real" shopping, you will need to go into Merida.
