Since you haven't gotten a reply, I will give you my opinion, rather than a statement of fact. Everywhere in the world where we have used ATM's, they have taken 4 numbers. At one time, I had read that some ATM's wouldn't accept pins starting in zero. So, unless someone with local knowledge tells you differently, I think you will be fine with 4 numbers.
