I would guess (Ellen would know from vast experience) that the switch to non-refundable has to be done well before final payment date to get a decent price drop. I can comment on this, but it's only a single situation. Booked our Christmas 2017 cruise on Anthem when we sailed on Allure in April 2017. Booked refundable with C&A discount pricing. Watched prices up until final payment date with no changes. The day before final was due, they had a non-refundable price that dropped us about $161/pp. Since it was the DAY BEFORE final, I figured I was sure we were going so we switched, paid up the deposit to full, and paid in full the next day. The only time that the price was less was if I had booked well before our April cruise, and had booked an X guaranty. So in the end we saved, but our cruise was about $400/pp more than the same exact one in 2015. Overall, I will not book NRD since I travel with my senior mom, and there is always a chance that we need to change or cancel. I don't purchase insurance until final payment (yes, mine covers pre-existing conditions as long as paid prior to the final) so I'd lose the $100/pp if we did that.
