Yes.

 

As long as your phone shows a US carrier, you haven’t “left” the US. Once your signal fades, you’ll be roaming on cellular at sea, for a fee.

 

If you make a port call at another US port, you’ll be back on your US carrier.

Are you able to use cell phones and I Pads when docked in US ports without using ships wifi?

 

You are able to use your cell phone ... just make sure you are picking up the signal from your provider. For internet, you would have to sign into some wi-fi network. Not sure if any are unlocked that close to the pier ... but it could happen, I suppose.
