How long to disembark in St Petersburg?

Since the rules have changed in 2018, it is important to know the dates of your experiences. Also remember that the rules supposedly only go into effect when there are a lot of ships in port(number not specified). That may be why the experiences are so varied.

I believe that the new rules go into effect if/when there are 5 or more ships in port.
