If the ship had outdoor muster locations when it was built, it will have them until the day she is scrapped. Newer ships have indoor musters, but no older ships have changed their muster locations. It doesn't have anything to do with passenger comfort, it is a design decision. The newer ships have made the promenade decks smaller (non-revenue generating space) in favor of more interior space (cabins and public areas, revenue generating space), and as such, the promenade decks no longer have the space to accommodate a full muster, and so the IMO has allowed these ships to design indoor muster stations.
