Question on Galveston port

If you're referring to the place after you check in where you wait to actually board, yes it is inside. If you're talking about the area where you first arrive and get in line to check in, it is outside but covered. However, depending on circumstances you could find yourself waiting outside for a while before you're able to get inside to check in.

 

If your ship arrives late or if offboarding takes longer, I find that the staggered checkin in Galveston tends to go out the window!
