Forms for Cuba

We will be sailing with RC for Cuba in August; in addition to having our Set Sail Passes completed, can you tell us what additional paperwork needs to be processed prior to boarding? For instance, is the Cuba Travel Certification form provided to you and filled out at the port? How are the visa's issued?

You also need a passport.

 

As for the Visa form - we printed and filled out the form out in advance but they had copies at the pier for those who did not. You need 2 copies and should keep the second one for 5 years. If not done in advance, you fill them out prior to getting in the check in line. They issued the Visa at check-in and it is charged to the sea pass account .

Your travel certification is about the OFAC reason for travel. Cruise lines - especially RC - might try to insist you choose "people to people" which in theory locks you into a ship's tour. Savvy cruisers choose "support for the Cuban people" and ignore the RCL advice.

Your Tourist Visa has nothing to do with your OFAC choice - Cuba needs you to have a Tourist Visa but the USA says you cannot go as a tourist so have to make a self certification that you meet one of the 12 reasons for travel.

The reality on the ground is that you probably could have chosen any reason for travel as the ship's records are never reconciled and US Customs have not enforced OFAC travel restrictions for over 15 years.
