( I realize the OP is booking the entire cruise to Vancouver)Wouldn't they will need to disembark for 24 hours in Vancouver or change ships? As long as its booked as two cruises , they should be fine. If the Coastal from Vancouver was booked separately then it would be illegal. You two have it all backwards. OP is going from Whittier in Alaska to Fort Lauderdale. OP is considering one segment from Whittier to Vancouver and the next segment from Vancouver to Fort Lauderdale through the Panama Canal. I checked and OP is most likely considering the Island Princess in September of 2019. There is no option for disembarking for 24 hours in Vancouver although if there were, that would make it two separate journeys. Booking a B2B as two separate cruises does not solve the PVSA restriction either. It's based on where you initially embark and finally disembark. A B2B under separate booking numbers does not qualify as two separate journeys. OP's plan will be just fine as the overall journey being considered does stop in Colombia which will the the distant foreign port required by the PVSA. It will be in Vancouver on Sept 19, then move down the west coast, through the canal and end up in Ft. Lauderdale on 10/11. There are some Aussies doing that entire trip this year.
