Symphony Suite Lounge Bar

Is the bar in the suite lounge just open during the complimentary happy hour a-la the bar in the concierge lounge on Oasis, or is it opened longer hours with drinks available for purchase or from packages?

Oasis SL has extended hours for complimentary beer and wine, but the bar is always open for other purchases or packages with the exception of frozen drinks.
