Refundable OBC

Can someone clarify what refundable OBC is?  Some answers here suggest what the TA pays is refundable...but my guy at VTG claims they do not do refunds and are told by management to spend everything.

As for the casino question, on the 3 Celebrity cruises we have been on in the past year,gives you a different type of chip that you cannot cash in.  You get your winnings credited back to your account so you have to spend it elsewhere.

Refundable OBC would be things like OBC you purchased, onboard refunds of excursions, OBC directly from a TA (not passed through from Royal), Visa points OBC.

 

Sometimes a TA can book a guest into a group and that group has some OBC from Royal.   The TA says they are giving OBC, but it's really a pass through from Royal, so it's not refundable.

My OBC from my new TA is showing up in my cruise planner so it must be from Royal and not them.  Will have to make sure I spend it😇
