I booked last June for a sailing coming up in 3 days and in September I received an E-mail offer which I did not take. Just got a telephone call yesterday with a good offer which I did take. There doesn't seem to be any consistency in when they make these offers. Mine have been 4 days before, 5 months before and now 4 days before sailing. Last year when I mentioned the up-sell to my PVP he didn't even know about it. He said it is completely random, they just go down a list of what cabins they are trying to obtain and then who ever calls back or answers their phone first gets the offer.
