“Free” airfare perk

I was pricing a cruise with the “free or reduced airfare “ perk. It is $149 pp for me to fly to Miami which is much cheaper than I am finding. My question is who chooses flights, what airlines do they use and I assume the baggage/seat assignments are additional fees I’d pay?

 

I understand also if issues with flights NCL “owns” the reservation. Anything good or bad about this perk?
