KevlnPitt  answered your question. No

I will add we have not found any cruise lines that offer money exchange,  WE have found the best exchange rate while traveling over sea's was using a Travel CC (capital one) at a bank ATM.  Our C one card has no cash advance fees, no foreign transaction fees,

We go to our local bank and get $100 euro just to have something when arriving (taxi mainly) until we can hit a ATM.

YMMV   just y 2 cents

On my last Royal cruise in Europe, they had 2 ATM machines. One in the casino dispensed USD. One near Guest Services that dispensed Euros.

No, Guest Services did not operate an exchange service.

There are ATM’s that can be used world wide. The world has gotten much smaller.
