Freedom class: lifeboats or tenders?

On Grandeur, the forward two on each side are tender boats, also used as lifeboats.  They have a catamaran hull, and twin screws.  Also windows.

 

The remainder are just lifeboats.  Rounded single hull, single screw, no real windows.
