Can't PM Other Members?

While trying to pm some info to another poster, it says "You are allowed 0 messages a day, try again later". 

 

What's up with that?

There is no PM option here on Cruise Critic.  The little message envelope icon is a default setting on this provider and isn't enabled (except for moderators and administrators).

 

There's been no PM option in my entire time here on Cruise Critic.
