Does the room service fee apply to a continental breakfast, i.e., coffee, juice, danish?

At least in 2016 it didn't - it was only for hot items.

Still complimentary in the morning, free unless you order the limited hot items.  A cash tip is always appreciated, directly handed to the person making the delivery.

no,  we love to use the service a couple of times on our cruises. I will add one thing, if you fill out the form and hang it on your door be prepared for them to call you about 15 minutes to 1/2 hour before the time you requested. I am sure this has to do with so many wanting delivery close to the same time. Just make sure you are not still in bed when they tell you the breakfast is on its way.
