visa for Australia

Ending the cruise in Sydney and flying out the next day.  I see there is a free transit visa but it seems to take a long time to  receive it.  We leave home in 3 weeks.  I'm wondering if anyone else has arranged for this visa and if they have any suggestions.  I am a Canadian citizen.
