Does Grand Turk have pierside operators that can take me to the Wall if I have time AFTER my ship-booked tour?

No.

There are some boat operators  along the beach between Margaritaville and Jack's.  Can't  opine  how good or qualified any are.  There are also  2 good PADI dive shops, independent of the one used by the shops that are located  in Cockburntown. But you need advanced  booking.

When we were there there were dockside peddlers of tours.  Whether they will be still there after your other tour IDK but as I leave the boat I would ask if you can arrange something for later.
