On our cruise, which was nice and sunny and great weather for outdoors it filled up within 30 minutes of opening, however people ate and left and freed up tables so if you want to go closer to 8, you probably can. I would suggest just asking the host what a good time to arrive would be, they pretty much know how demand ebbs and flows and will help you to find a table. 

While the Colonnade is quite large, I think they limit the seatings on TK nights. Hence their reason for reservations.

Once you board you can go to Seabourn Square to find the schedule for the Ad Hoc (casual Thomas Keller) dinners in the Colonnade. They can also make your reservations for you while you are there. 

 

And the reason for reservations for the Ad Hoc nights in the Colonnade is not because of seating limits but rather limited TK provisions they have on board and thus they have to limit each dinner to a certain number of diners.
