Taxi or Uber: car seat?

We need to get to a kayak excursion from our cruise ship. We will need to take a taxi or Uber. Is a car seat or booster required? I have found the laws for private cars, and yes it is by law. I'm reading mixed answers on taxis, but nothing from am official source. Anyone done this recently? We won't have one with us.

How old is your child?

She is 5. We have decided to do something closer by though because we may have been pushing it time wise.
