Non-refundable OBC used for Gratuities and Casino?

I know this has been answered before but things change and I have not seen any recent answers to this. I received an OBC through a Carnival casino offer (not casino cash). Can you use non-refundable OBC in the casino and for gratuities?  Has any one done this recently (in last couple of months)?

Any OBC (refundable or non-refundable) can be used for daily grats, casino bank and all other on-board spending. Carnival will tap into your non-refundable OBC first and then your refundable OBC (if you have any) once the non-refundable is used up.

I didn't remember there being a fee.  Maybe I missed it, but we've used non refundable OBC in casino, for drinks, in the shops.  Joepeka is correct: they will use your non refundable before they tap into your refundable.
