Open bar tips refund/removal?

I was wondering if these are refundable during the cruise?

I know you can go and fill a form in the last days of the cruise to have the daily "service charge" removed, but what about the open bar tips you're forced to pre-pay when reserving? Can these be removed as well? Will they be removed by filling the same form?

What about the tips for specialty restaurants?

 

I did search the forum for this and did not find an answer.

No. They can not be removed. If you have a service issue onboard, bring it to the attention of a bar manager, restaurant hostess, or general manager. My experience is that they will try to address your concerns onboard.

I've also never heard of anyone attempting or receiving a refund for these gratuities.. The T&C's state

 

"Guest is responsible for 20% gratuities on the retail value of the Premium Beverage Package ($19.80 USD per person per day) and/or Soda Package ($1.59 USD per person per day) prior to cruise." 

 

 I read that as they are mandatory.
