What if Grandma can't go?

Put Mom and Grandma in the same cabin and  2 minors in an adjoining cabin.  That way there won't be any surprises at the pier if Grandma can't go at the last minute. 

The main benefit to this is that when Grandma is a no show, mom gets extra C&A points.
