"Opt-in" cruse with confidence?

Is it necessary to "opt in" to the Cruse with Confidence program?  It seems that all cruises booked before September 30, 2020, for cruises up to some time in 2022 have the option to cancel up to 48 hours of the cruise, but I'm not sure why they include the statement about opting in to the program.

I just used CWC to rebook. It was a frustrating to go through but eventually everything was worked out.

I saw it in a couple of places on Royal's website.  Not sure exactly where.
