Sounds like this might be the best option for you and you should be able to see a bit before heading to the port. We may only be there for a short time, but we do plan to enjoy the heck out of our time there. Guess it will depend on how long it would take to get to Civiti... the cruise port, from Rome and how early we wanted to get up to start the day after our flight in the day before. Was thinking a 3 hour tour, before heading to the port would be good. Darn I need to move somewhere close to a cruse port city, Air travel both ways sucks. Get up early and ask the hotel if you can check put and then have them keep your luggage. Since you won't have much time, maybe take a "Big Red Bus" tour. They usually last 2 hours or so, if you don't get off. And that's what I would suggest, because the "next" one is often late. You really won't have time to actually tour anything, but at least you'll see the sights. We always take the train from Rome's Termini station to the port.
