Only if they will be joining the rest of the family inside the water park.  Everyone going into the Thrill Waterpark area will need to pay for a pass.  The height to use much of the slides and things inside the waterpark is 48 inches, but only kids 3 and under get into the area at no charge.  So if you are getting a Thrill Waterpark cabana, that gets you the 6 wristbands for anyone over the age of 3.  Then you could come and go to the small water park for little kids but still be able to watch the older ones on the pay-side water park, if that makes sense.
