In my cruise planner, it is showing the surf and stream internet package for 1 device at $18.39 per day (20% off). I am debating on whether to book it now, in case the price increases as the cruise gets closer, or to wait. I would appreciate opinions.

If you buy it now and the price drops you can simply cancel it and buy at the lower price.

Unless you plan on streaming Netflix or HBO the surf package is sufficient. It is good enougn for email and social media. No probelm uploading photos  with the surf package. I even did FaceTime calls. Whichever you decide to buy you can cancel and buy at a cheaper price if they have a sale. i have done that a bunch of times.
