Can't OBC be transferred?

Costa once again cancelled my cruise and  offered me a 100% FCC plus 200 OBC.

So I transferred the deposit of the cancelled Cruise to  Smeralda and got the 200 OBC added.

Then I started reading all the reviews of Smeralda on CC and really got quite a shock.

Then I found out that Firenze, despite being their newest ship, was (very surprisingly) priced lower than Smeralda!. Do you know why?

So I called Costa and asked the phone rep to transfer my deposit as well as the 200 OBC to Firenze in winter.

(Smeralda was booked under the winter promo which allows free cancellation within 15 days.)

She said she could change the cruise from Smeralda to the lower priced Firenze,  but she refused to transfer the 200 OBC.

She said that I would have to completely forfeit the OBC.
If they can transfer my deposit without any penalty why can't they transfer the 200 OBC along with it?
