Cruise With Confidence Question

I cancelled a cruise last Friday 9/24 that is sailing next Sunday 10/3.   When I received my future cruise certificate, it was less port fees and taxes.  Is this normal?  I did call to get the certificate to take advantage of a rate on a future sailing.  The rep was very helpful getting the certificate quickly, but said I was being penalized for cancelling so close to the cruise and not receiving the port fees and taxes back???  Is this a normal practice.  I assumed I would receive all my payments back.  Thanks for any clarification.

Even if you received some type of penalty, they’d still refund taxes and port fees. Most of the phone reps are sitting in their bedroom in a foreign country and don’t know much other than how to book a cruise….
