PCR test needed?

We are headed out on a SeaDream cruise in December, sailing from San Juan PR r/t to several ports.  All of the entry requirements for the different ports is rather straight-forward, with the exception of Charlestown, Nevis where I am trying to understand the testing requirements.  

The requirement for "bubble tours" is easily met, and we are both vaccinated, so no worries there.  About a month ago, I had read that a "PCR or antigen test 3 days before embarkation" was required, and now it appears that "PCR test 3 days before embarkation" is required.

Husband is saying that if we are vaccinated, and do a bubble tour, we don't need to PCR test to visit for one day. I'm thinking that we do need to PCR test to visit for one day. Anyone have any thoughts?
