If you dig a little deeper into the pricing for the various options on their website you'll see the price for non participants. I believe it's just the price of admission to the National Museum of Bermuda, $15 for adults or $12 for seniors.

You can watch for free but it is on the grounds of the National Museum. You will have to pay the $15 museum admission. I am not a fan of them keeping wild dolphins captive but I am a fan of the museum and grounds and have been there a few times. I was able to observe  the dolphin swims each time.
