They will still provide travel guidance to the population, but none of it is binding. The cruise lines will police themselves and come up with their own health protocols. They will be bound to the ports of call's government requirements to disembark passengers. This isn't entirely accurate. What the CDC has said is that participation will become voluntary. So some cruise lines may decide to come up with their own, but they will also have the option to continue working with the CDC and following their guidelines. My post was somewhat tongue in cheek. The whole testing to travel is insane.
