Not allowed to upgrade an accessible room?

I am booked in an ambulatory accessible Ocean View for an upcoming cruise. When checking for price drops last night, balcony cabins were under the one day sale for just a little more than I paid with several ambulatory accessible balcony cabins available. 
 

First call was “we are too busy to take calls - try again later”.  Second try the lady I spoke with said handicapped cabins are not allowed to upgrade? She transferred me to another department where I held for over 30 minutes for someone when the call was disconnected. 
 

This morning, the sale is over and the rate is gone of course. Has anyone ever been told that if you book an accessible cabin you cannot ever move rooms or upgrade? I’m not asking for something not available, I’m trying to pay the difference to move to another category with accessible rooms open. I admit I’m a bit frustrated with carnival this morning. 
 

Also, we are well before final payment so this isn’t a last minute request.
