Right now you can book.  Anything could happen between now and August.  I would be asking the agency like SPB what their terms are for canceling.

Not sure what you mean by a 3rd Party agency, but if you mean a private tour instead of the ship tour, yes, you can book a private tour that has approval to tour St Petersburg. Going on your own requires an expensive Russian Visa. And as Az Wcat stated, SPB - St Petersburg Berlin is a private company we used and it is excellent. Did the St Pete and Berlin bookings with them.
