Not sure on this but if i purchase the best internet package will i be able to use iMessage if the person i am texting has an apple product as well

Yes, we had the premium package on the Legend last month, and were able to send and receive texts from other iPhone owners back home. A text I tried to send to my son, who has a Samsung, came back immediately as not deliverable.

i wonder if one gets the value (medium) plan if imessage still works?

iMessage works with the social plan. My kids all purchase that and message their friends at home. We also use that to communicate with each other on board as we all have apple phones. Sending pictures won't work most of the time because of the bandwidth needed but they have occasionally (but not very often) been able to include them in the text as well.
