Yes, libraries are open. I was on Riviera last November, and the library was quite extensive. Was a lovely place to sit and read quietly with many nooks and crannies. It was just around the corner from baristas, making it a convenient location after a wonderful cup of coffee.

YES......... any time during a cruise    The Library on all ships is huge and well stocked.   Please only check out 1 book at a time and return it before getting another. 

 Some inconsiderate people head the  library  and grab 3 or 4 at a time and hoard then for the cruise..   Sort of like chaise by the pool.   It is an honor check out   no having to sign..

I am currently on the Regatta.  The library is open and has a large selection of books. There is a sign that says that 2 books can be checked out at a time under the honor system.

The R class libraries are the most beautiful at sea.

The most attractive we've seen. Definitely better than the O class libraries.

They're good, but not nearly as good as the libraries on Cunard ships.

I've been on the QM2 but i don't recall using the library. I think one would be hard-pressed to find a better library than those on Oceania's R  ships relative to the passenger capacity.
