Yes but it will always have been far cheaper at points prior to sailing

When I booked our cruise last week for July this year there was a deal for £40 a day per passenger which runs until end of March.  On the cruise planner it is buy one get one 50% off.  However this is more expensive than the £40 we paid.  There are always deals to be had before sailing its a matter of checking a couple of times a week and grabbing the best one.  If there is a later better one cancel and rebook.

It's common but not necessarily to be counted on.  As mentioned, it also likely as good a deal as you could've gotten beforehand.
