Cape Liberty to LaGuardia airport with a tour?

Anyone know of a shuttle service that offers transfers from Cape Liberty cruise port to LaGuardia airport that includes a short tour of the city?

 

Royal Caribbean offers a transfer with a tour but I was wondering if there's a shuttle service that might have a smaller group size.

I've never heard of anything like that being offered.
