Yes.  Each D+ member has an individual BOGO for a specialty restaurant.

I think I read on a previous post that you could book these ahead of time and then RC would credit your card used for one of the fees, correct?

I'm not sure how that works as we have never pre-booked or paid in advance.  We always wait and do that on board with the Concierge or the restaurant Maître d,  and have never had any issues with getting desirable reservations at our restaurants of choice.  In our view, it is not necessary to do anything in advance.  But hopefully someone else can provide an answer if that is the direction you prefer to take.

When we have onboard credit, we book online in advance for one passenger, then add the "bogo" passenger when we are on the ship.
