You could still buy insurance for medical but not cancellation; however, Covid has changed some things in the world of travel insurance. This is a question for a professional because all companies may not insure vouchers. Those that do will cover only the base amount not any bonus FCC. Also ask about what is considered the initial deposit date as that determines your eligibility for time-sensitive coverage like pre-existing conditions or CFAR.
