Convenience? Comfort? Travel time? Safety? Security? Type of vehicle? The answer differs from person-to-person depending on what is required and what is important; my "best" may not be your "best." A cruise line shuttle may make sense for a single traveler - but the fare for two (or more) is likely to exceed taxi - or even tube - cost. In addition, unless you are one of the last to get on the bus, you are likely to wind up waiting until it is filled by other passengers - some from flights which arrive significantly later than yours. The last time I checked - about 2019 - NCL's shuttle from LGA to the cruise terminal was $35 per person - while a taxi would have come to $50-$60 for two - including tip and tolls - (or up to four unless they had a lot of luggage). Certainly two people travelling together would have a more comfortable, less expensive, ride with less time waiting around by opting for a taxi.
