We have OBC as one of the perks when we booked our cruise.

Can I use that to purchase Medallion accessory wrist bands prior to cruise?

Sorry no. You can only use OBC pre-cruise to purchase Princess excursions. Wait until you are on board when the OBC shows as a credit on your accounts. Daily gratuities(crew incentive) use up OBC quickly providing that you do not have a fare that already includes them.
