passports in Israel

I read that visitors are to carry their passports while touring in Israel. Most countries just accept other ID like a driver's license. Is that accurate?

Also, when you enter via the airport you must obtain a small piece of paper by scanning your passport.  Keep this small piece of paper....you will need it when your passport is checked at the various ports.

You get that card by cruise ship also.

I think that piece of paper is the equivalent of a stamp in your passport. 

Israeli immigration is aware that an Israeli stamp in a passport can be problematic in some Arabic countries, hence on a separate piece of paper rather than an indelible stamp on the passport.
