The “should” reflects official policy, as do you. There have been reports of no action taken, especially on European itineraries in wine producing regions. If the OP wants to take their bottles home, no problem. If it’s not the port of embarkation, they shouldn’t expect to have them on the ship. 
 

I also wouldn’t expect them to pull them out of a well packed box!
